While the notion may be well, I seriously feel that you are leaving this open to too many other things that may lead to worse incidents than rape. I do live in America, small town, where there are not many rape incidents reported... but I can still recognize the absence of mind when you are promoting a dangerous payback to an already dangerous situation. In some of these cases the criminal was awarded a cash settlement! This idea is great for countries with some common sense, but no so much in this one.
